BISHOP’S EPISTLE |
Greetings in the Name of our Lord and Savior, Jesus
Christ. |
It seems that every time I sat down to start this
Epistle something prevented me from getting it done. It
has been an extremely busy Spring season with visitations
nearly every week and there are more leading up to
our DEUS Synod at the first of June 2008. Most all of
these visits were very positive with Confirmations and
receptions of new members.
For those who are part of the Diocese of the Eastern
U.S., this is a reminder to get your registration both for
the Synod and the hotel in immediately. I saw Bishop
Loiselle recently and plans are moving forward for a
wonderful time together. The new church building for
St. Paul’s Crownsville, MD is near completion and will
be ready in time for the Synod. The deadlines are rapidly
approaching for both the DEUS Synod and the APA
Synod at Our Lady of the Snows, in Belleville, Illinois.
Don’t procrastinate!
Canon Kite-Powell honored
Last Saturday, April 19, following the Eucharist and
Confirmation at St. Paul’s Church, Melbourne, Florida, I
had the privilege of officially naming the Parish Hall in
honor of the Rev. Canon Rufus B. Kite-Powell. It was a
glorious day with Fr. Rufus and his wife, Fran, along
with all their family in attendance as well as a number of
old and new members of St. Paul’s Church. Fr. Kite-
Powell is now in a wheel chair, but his mind is sharp as
ever. I encourage everyone to e-mail or drop him a card
and let him know you are thinking and praying for him.
Good News from the Mid-West
Last week I attended the special called Synod of the Diocese
of St. Augustine (DSA) in Detroit, Michigan. There
were three major items of business on the agenda. The
first item of business was a vote to petition the APA to
become a permanent geographical diocese known as the
Diocese of Mid-America, the second was to officially
receive the Missionary Society of St. John the Evangelist
under the Episcopal leadership of Bishop Fred Fick into |
the DSA, and third was to extend the time of service of
the Ordinary Bishop Larry L. Shaver for three years as
he has recently reached his 72nd Birthday. In addition
to passing these measures, they also approved a budget
for the year, which is the first for this Diocese with 10%
pledged to the work of the Province. There were 51
clergy and laity present at the Synod which was hosted
by St. John the Apostle Anglican Church in Clinton,
Michigan.
Federation approves CCP documents and appoints
new Moderator
Earlier in April, the Federation of Anglican Churches in
America (FACA) met in Summerville, South Carolina
for its semi-annual meeting. All six member jurisdictions
were represented. The primary order of business
was to complete the process begun in October, 2007
when the FACA voted to join the Common Cause Partnership
(CCP). The business left undone to become a
member body was to approve the two documents of the
CCP, the Statement of Faith and the Articles of Federation.
After lengthy discussion, the vote was taken and
passed. Additionally, the Moderator, Bishop Leonard
Riches, suggested he step down and another bishop become
the Moderator of FACA because that would give
another voice for traditional Anglicanism at the CCP
Meetings. Elected as Moderator was the Rt. Rev. Paul
Hewitt, Ordinary of the Diocese of the Holy Cross.
Inter-Communion Agreement signed
Also, attending the FACA meeting by my invitation
were two bishops of the Convocation of Christ the Redeemer
(CCR), the Rt. Rev. Richard Lipka and the Rt.
Rev. Donald Miles. Following the CCR Meeting in
Maryland back in January 2008, the CCR voted to request
intercommunion with the APA with the understanding
that they petition to be received into the APA at
the Provincial Synod in July 2008. While in Summerville,
S.C., Bishops Shaver, Boyce, Fick and myself
along with Bishops Lipka and Miles signed the Inter-
Communion Agreement for the APA/CCR. We look |

forward to having them attend the DEUS Synod in June
and the APA Synod in July 2008. The CCR presently
has 21 parishes and missions in the U.S. and 3 in Venezuela.
The Rt. Rev. Richard Lipka is the President of
their House of Bishops.
APA/REC Relations
One of the items discussed at the April 2008 joint
Bishop’s Meeting of our two bodies was the progress
on unity and how it could be structured. I was recently
at St. Alban’s, Joppa, MD where we have an active
joint deanery in Maryland/Delaware of APA/REC. The
joint Evensong filled the church with nearly 90 congregants
with representatives from DEUS and REC Diocese
of the Mid-Atlantic. It gave a good model for what
can be done as the church comes together to worship
and serve the Lord. There will be further discussion
about an implementation plan which would need the
approval of our respective Provincial Synods before
effective. Pray that the Lord will lead us in the right
path as we seek to work with our partners as traditional/
classical Anglicans.
The Rev. Ralph Waterhouse to become Sub-Dean
After a lengthy period without a full time Sub-dean at
St. Alban’s Cathedral, the Rev. Ralph Waterhouse has
accepted the call to return and take on the challenge.
There is much excitement in the parish about Fr. Ralph
and his wife, Debbie, returning and the anticipated date
will be the first week in June 2008. The people of St.
Alban’s are most grateful to both Fr. Michael Eatmon
and Fr. Kevin Burk, who served so faithfully as interim
priests-in-charge during the extended search process.
Their many gifts and talents will continue to be a part of
the life of St. Alban’s. Another note of thanks to Fr. Al
Witham, deacon, who not only helps with the visitation
to the sick and shut-in but also does periodic weekday
Deacon Masses in the absence of a priest.
The search begins
The difficulty that the Bishop has when clergy move
from one parish to another is assisting in the process of
finding a new priest for the vacant parish/mission. The
availability of qualified traditional priests is a problem
and often we have men in the process but are not ready
for a pastoral call. The other difficulty we are presently
facing in relocating a priest is the selling of the family
home. Some of the housing markets are at a stand still, |
so this adds one more hurdle to the process. Holy Cross
Anglican Church, Knoxville, Tennessee is presently interviewing
candidates for vicar. Under Fr. Ralph’s leadership,
the Mission has purchased over six acres of property
on which they plan to build and for which they have
a vision for bringing Christ to the community in the Anglican
tradition.
Strategic Plan and DEUS Synod
I would like the leaders, “champions” of the various
goals and objectives to submit a written report to me of
their progress prior to the DEUS Synod in June. Even if
you have not been able to complete your assigned task,
please be prepared to give a progress report to me and the
Standing Committee at their Meeting in June 2008.
The
following is a listing of the Strategic Plan Goals:
*To double the number of congregations in the Diocese:
The Very Rev. Gene Mallard
*To develop a foundation to underwrite the affairs of the
Diocese: D.J. Fulton
*To encourage stability of the clergy through adequate

APA office: Ben Sibley
Love and Peace,
+Walter |

Mea Culpa: We had a typographical error in the last
issue of the Bishop’s Epistle. The word “processor”
body was meant to be “predecessor” body. Thank you to
the person who caught it. We try to provide something
for everyone with the Epistle.
